Fisheries can be a classic example of the tragedy of commons, since so many bodies of water share nations' borders. In the latest blog post by OEF's Secure Fisheries program, intern Enathe Hasabwamariya highlights the Akagera River, which zigzags across the border with Rwanda and Tanzania, as one example where regional policies fail to address conflict over shared resources. However, regional cooperation to successfully manage transboundary resources has precedent in the nearby Virunga Massif region, spanning Rwanda, Uganda, and the DRC. Lessons from this region can be applied to fisheries management, as regional collaboration is crucial for reducing conflict and sustainably managing resources.
